Federal guidelines for legal limits of alcohol in the blood have been adopted by all 50 states, making the .08% BAC content the measure of being legally drunk throughout the country. However, not all states have been able to completely comply with the guideline. According to WPRI.com, Rhode Island recently closed a loophole in its laws that allowed underage drivers to avoid the same DUI consequences as those of the legal drinking age.
