While a reported increase in fatalities points to a problem with hardcore drinkers and those who have multiple DUI/DWI charges, there are victims of these crimes that are as innocent as they come, who aren’t even in a vehicle at the time of an accident. USA Today reports that a rise in fatal hit-and-run accidents has been seen in many major cities across the country and that it is pedestrians that are at risk for injury and death at a higher rate.
