A unique program developed by Richmond police officer, Phil Sanchez, has gotten praise from Mothers Against Drunk Driving. Contra Costa Times reports that this program, in which a DUI offender must attend a victim impact panel meeting and meet, face to face, victims of drunk driving incidents, has been shown effective in several ways, including putting a “face” to a crime that may seem less serious to offenders.
